Just as follow-up, after the fix by welding in washers, an alignment 
showed the camber (top to bottom tilt on vertical line) to be 1/2 
degree off on both sides.  It was positive (outwards) on the right, 
negative (inwards) on the left.  The shop successfully loosened the 
sub-frame bolts, pried the sub-frame over, and restored the correct 
camber.  Evidently there is enough room to do this and re-tighten the 
bolts.  I am told this is similar to many GM FWD cars.

Now the car drives GREAT.  The front end is solid, and it is smoother 
than before.  An expensive but worthwhile exercise.
