30V Excitement - Why not 24V sooner?

Is this the head I saw on the engine room bench at BR Motorsport on Friday?  
The inlet manifold/throttle body area is interesting.  Metal-to-metal seals - 
no gaskets.  Torque on both normal and hex head (Allen) bolts has to be _very_ 
accurate.
