If you use a high impedance DVM then the current draw of the DVM itself
is so small that it won't affect the ECU. Most modern DVM's are of the
high impedance type. 

If on the other hand you used an older type of analog meter like a
Simpson meter then you could "load" down the circuit and affect the ECU,
these meters had a relatively low imput impedance!!
