Turning on ignition without starting



 Regarding my previous "V8 hard-start/stall/stink/now OK" post, I remember 
 that while looking for a mysterious ticking noise (some solenoid is 
 shutting on and off) I had occasion to turn the ignition on (sometimes 
 leaving on for a minute) and off again several times without starting the 
 engine, and then the car sat several days before it was started.
 
 Does (or could) turning the ignition on, or leaving it on, be causing fuel 
 to be injected into the intake, making for an extra-rich initial startup 
 problem?
