More likely the thermoswitch at the base of the radiator.  The thermostat has 
no anti-overheating function - its function is to _keep_ warm water in the 
engine until it reaches operating temperature.  Overheating is stopped by the 
radiator fan - and it sounds like yours isn't working.  The thermoswitch is 
usually the culprit.

Sometimes, the pressure cap on top of the expansion tank fails ...
