the reason for this is that there are specific requirements in
california for radar use, including engineering studies, 85 percentile
speeds, etc. none of this would fly with the artificially low 55 nmsl.
you still won't see radar used on interstates, because 65-70 still isn't
fast enough for 85th percentile.

they will stop you for 79 in a 65 if you are completely alone, but butts
to nuts during rush hour at 80 won't get a 2nd look.
