Dewitt,

	The ramp is supposed to direct air towards the top of the intake 
plenum chamber, improving airflow distribution at lower rpms.   I suspect 
that this is a restriction at WOT, but I don't know for sure.   It is 
bolted onto the butterfly.   Simply unbolt it, and fill in the holes.   I 
used small bolts at the time, but next time I have it off, I will TIG 
them up.
