David, my '91 200q after run fan function never worked either and
although I should have known better, having previously owned a 5000cst,
I really didn't pay much attention to it.  Scott Mockry and John 
Karasaki called to my attention to it  one night after some spirited
driving.  It tuned out to be a bad thermal switch. Now my car switches
the fan on usually about 3 to 4 minutes after I shut it down. I
attribute my lack significant turbo damage to the fact that I use
synthetic motor oil.
