The Oxford Dictionary of Quotations attributes it to George Bernard Shaw, but
also points out that it isn't in his published works.

The BBC just screened a widely-trailered account of the Goodwood Festival of
Speed. The only item was about Hans Stuck in the Silver Arrow - and they were
kind enough to show the practice footage without remarking on the oil-in-the-
water problem that stopped him running on race day.
