Jim,

While my '89 100 had the same symptom, I discovered that one of the Climate
Control vacuum hoses (under the large plastic plenum cover--in front of the
firewall) was disconnected. Reconnecting this hose coincided with AC air
starting to blow out of the dash vents. Take a look.
