I've done it on one side (screws broke off, can't drill them out).  I
think that things deteriorate faster through rust etc. in that case
but I have no empirical measurements.  I can think of a case where
they are valuable however.  If your CV joint boot gets a hole in it
the grease will spew out and spatter everything inside of the wheel.
The brake splash guards will offer some protection from this unwanted
lubrication.  This happened on the side that still has the splash guard.
