It's more likely to be the inner steel bumper or the actual bodywork.  The ur-
quattro's rear bumper is _very_ easy to remove - four nuts inside the boot.
 
If it's the bodywork, pass a rope through the holes on that side and over a 
lump of wood.  Tie the rope to a tree and push the car gently away from it.
 
If it's the inner bumper, treat all the bolts retaining the skin with Plus-Gas 
or something and try to wind them out in a week or so.  Then you can bash away 
at the inner bumper to your heart's content.
