How about a Reliant Robin? dont have to use the brakes at all in them.
Otherwise anything with rear drums.

Warning - the answer "At least it's paid for" can be used in divorce cases.

I still drive the oldest car in the street - but now its an 88 Ur quattro
Maybe divorce does have its benefits after all.
