Too low. Check the belt and/or brushes and/or a thin blue wire, that 
provides 12v to the stator of the Alt for excitation. On a 200 this wire 
has a single blade male/fem connector, which can be found in the 
proximity of the jump-start post on the RF longitudinal crossmember. It 
likes to oxidise and causes the Alt to stop charging. I've cut it out a 
long time ago. If you do it, don't just crimp the connection. Make sure 
that you SOLDER the connection and hermetically seal it with a 
heat-shrink tubing (best to use special tubing with the internal walls 
covered with glue).

Your 115a Alt is supposed to give out 13.4 to 13.7v, when the engine is 
running and all consumers are switched off. 12.3v indicates a new battery 
voltage.
