UK MB ur-q can't go up hills

It's not _happy_ to redline in any orientation, but it will get there 
eventually.   3000 rpm to 4000 rpm happens in the blink of an eye - 5000 rpm to 
6000 rpm can take ten or fifteen seconds on the flat. 

I just rechecked the microfiche, and it recommends a voltage check at the 
pump.  Scott sent me a comment about relocating the relay a while back, so I 
might investigate that.
