Hp "boosts" avail for '87 5ktq

Greetings,

A new-found "friend" at work just scored this car for $6000 (?).
One-owner and from a friend, just-rebuilt engine (145k???), pearl with
black leather, wheels/snows.

He needs more power, particularly (his major complaints) in first gear
and loafing up hills in fifth. Of course, no chip will help either of
these, but he's looking anyway. What is available, or do _you_ offer,
that makes say 200, 225, 250, or 300 Hp in this car? How many units are
in service, what's the cost, and what's the risk (burned pistons, broken
crank, etc)?
