vw question

I know its not an Audi, but under the hood its identical to my 4ks.

This is my sons car, and we just dont know whats going on.  It 
doesn't like to start, but if you disconnect the fuel pressure 
differential regulator (?) on the drivers side of the fuel 
distributor, it will start right up.  However it runs like $(&*).  If 
you give it any gas it start to bog down and flood itself out, and 
you can smell raw fuel in the exhaust.  Reconnecting the pressure 
differential regulator has no effect.  However if you disconnect the 
potentiometer (?) on the passenger side of the fuel distributor the 
car runs fine, smooth as silk right up to redline.  Connect it again 
and the problem is back.
