'87 5KTq head lights are not working

Ok guys and gals,  My trusty big Q headlights stopped working to night.  The
car has a set of Bosch Euro Lights installed since last Dec, and here is what
it does.

-City light are on in both the parking light posiition and the headlight
position (NORMAL)
-Headlights (both high and low beam) do not come on in the headlight
position.
-Flashing position works as normal (all 4 bulbs on)
-High beam indicator works only when lights are flashed.
Any ideas as to where to start would be greatly appreciated, looking at the
manual seems to show that a fuse could not cause this.  I replaced the column
switch cluster last fall, hope it is not that again.
