Had similar symptoms with my 4KQ.  Check the positive wiring at the battery
terminal. 
Not the large one to the starter, but the thinner one to the electrics.
Mine was corroded there and almost gone.  Did a quick splice to get me started,
then a new battery terminal with proper connections.  Good Luck.
