This technique was described years ago in John Muir's tome "How to Keep Your Volkswagen Alive" aka the Idiot Book. (Great way for a 14 yr old to learn about cars, btw, btdt). The theory is that, so long as you don't stall the engine, pouring water down the carb throat would send non-compressible water into the engine to know loose carbon deposits. I did in fact use this on my folks '73 transporter (type iv motor)--much easier to do on those cars with their downdraft carbs than on today's FI-motors.
