U.S. spec air bags are designed to protect the passenger NOT wearing a
seat belt, thus the intrusion when someone is out of normal seating
position.  I'd like to see the U.S. go to smaller air bags, similar to the
Eurobags that assume the driver is smart enough to have the belt on, and
do not intrude into the compartment as much.
