WV has minimal (read farcical) inspection and *NO* dyno tests.  If your car
won't pass WV tests you don't wanna be driving it.  :-)  Besides, if you are
looking for a new state for your residence, WV is right next to VA.  Just
west (and north) of it, in fact.  :-)
