That's the vacuum switch on the brake (or clutch) being so close to opening
that the pedal bouncing on the bump opens it. BTDT again and again. The best
test, next time it happens, and it *won't* "resume", pull up a little on the
brake pedal with your toe and then try resume again. Nothing? try the clutch
pedal.
Having identified the pedal, you will want to adjust the switch a little. You
have to remove the cardboard try thing, then you can cawl in upside down and
bass awkwards. It's the switch with the vacuum line going to it! I have
treated them like they're screwed in but a post from Graydon (I think) made me
think that maybe they are just a series of barbs, not threads. Haven't checked
this out yet.
