It pops early and the car surges between like 13 and 9 psig...

Hmm - hadn't heard about that one - I run a Charlie mit shim to 13.5 with
the Scott M. chip - stock 86 chip except overboost cutoff moved to the end
of the scale (1.95 bar). You run over 2 bar and you can overtravel the
transducer... BTDT. If you run that high go get multiple dryer hose clamp
and clamp that intercooler. With no retard on the boost watch carefully for
detonation. Also just above 2 bar on a stock K26 you are beginning to pump
mucho heat (turbo goes supersonic) which renders your intercooler and
horsepower gains largely ineffective. 

Talk to pdqship... You're entering the ragged edge of destruction with stock
components. This is how I spun the cold nut off turbo # 1 and ate a cold
wheel... 16 pounds is not a good bet over the long run on a stock K26...
