New brakes/rotors on A4Q

I recently took my 1997 A4Q 2.8l. (manual) in for its 22,500 mile
service.  They replaced my front brakes and rotors (worn out).  This
seems odd to me as I have never had to change brakes or rotors at such
low mileage in my previous cars.  Normal?  I hope not, this could get
expensive after the 50k warranty runs out.  Any opinions/experiences out
there?
