headlight washer jet not working

Hi,
My headlight washer jets (both of them) do not work "again".
ie: it happened before, and they came back by themselves.  Don't ask me
why.  I don't know.  Now they don't work again.
They are totally dry.  Yes, the washer tank has washer fluid. I've
checked it.
Is there a remote chance that when the pit-stop people changes oil and
while they were removing and re-installing the lower engine cover,
either the hose or control wire to the washer system has been
disconnected or pinched ?
Any experience ?
My car is a '90 90q20v.
