This phenomenon is so common that I wonder whether the fault may
lie elsewhere than the heater control valve. An alternate explanation
would be heat conduction through the sheet metal separating the engine
compartment from the blower intake area ahead of the windscreen. I
have yet to plug the heating hoses in order to test this theory.

If there is a flow direction indication on the valve body, you should
assume that it does matter. Often, valve operation is assisted by
fluid flow.
