Not exactly true. I understand the theory behind the amber film (though I
certainly don't endorse it), since amber light scatters less than white light
(blue being the most scatter-prone) and may indeed be better in fog than simply
using low beams. However, fog lights work best when placed closer to the ground
and angled slightly outward to achieve a low, wide spread of illumination; I
doubt the low beam angle and height from the ground are an ideal placement for
fog lights.
