Help!

Hello everyone!
	I'm hoping someone can give me some advice. I have an 1987 Audi
5000CS Quattro Turbo which won't start. It won't turn over...it won't even
click. I've tried jumping it (three times), which doesn't help. The volt
reading from the climate control system reads 13. So I don't know what's
going on. I would really really really really appreciate anyone's
suggestions.
