I think the increase in power comes from an increase in VE which
allows a greater CFM.

It isn't constant. It depends on RPM and to a lesser extent, MAP.
Later posts make it clear that a VE of .85 is being assumed.
Personally, I think that it is a little high for the 10V and we
would get more realistic numbers using .79.
