You should be getting 1.3 bar at max boost. Your ECU will cut off the
fuel pump at 1.5 bar so theoritically you could run up to 1.4 before
there is fuel cut off. When I first got my car (87 5KTQ) I had the same
thing. You should make sure that all vacuum hoses are not cracked or
leaking. The intercooler to throttle body intake hose is common to leak
(makes a hissing sound).
My problem was a tired wastegate spring. Yours is prolly tired too.
Rather than buy a new spring I went to the local hardware and got a
spring that fit inside the diameter of the existing wastegate spring. By
trial and error (I think I still have the dimensions if you want them) I
cut off the the spring and installed it along with the existing spring
to give me that extra boost to 1.4. Be forwarned that this trial and
error way of adjusting your wastegate is dangerous. Your engine could go
KABOOM. When and if your fuel cut off is reached you will know it - the
engine will cut out.
I have since gone to a S-Knob adjustable wastegate controller but I
still have that hardware store spring installed (never have had a reason
to remove it). If you are looking to do a turbo mod for more boost then
don't spend the money on a new spring (they are about $50)
