200tq power loss



I have an '89 200tq which is suffering from a very annoying power loss
problem.  It seems to lose power when pushing it up hills.  Several
months ago, the car wouldn't start, we found the plugs were soaked with
gasoline.  After we dried the plugs, the car started right up.  Just
recently, the car failed to start again. This time we found that the
plugs were bad (fouled).  Could this have something to do with the power
loss?  If it were my guess, it does.  Could it be I have a bad fuel
pump, and it isn't pumping through enough gas?  Any replies are greatly
appriciated.
