Yes, that's right. Advancing the cam helps low-end torque, retarding
helps high end. The rationale (and reasons!) is the elasticity of air.
At high speeds the air is still entering the chamber even after the piston
begins
its upward stroke. Closing the valuve only prevents this from filling.
