That is incorrect.  It has to do with atomization.
True you want cold air, but you would like warm fuel.
You ideal mixture is perfectly vaporized, which is
thermodynamically imposible with cold fuel. Nobody does it,
for obvious reasons, but I know you can see significant 
improvements.  I still wouldn't touch it.
