Skoda and Audi Family?

What is the relationship between Skoda and Audi?  I'm asking this
because last year (9/96) I was at a rest area on the road going up Mt.
Evans (ca. 14,000 ft.) in Colorado and noticed a camouflaged A3 in the
parking lot with all of the requisite black tape and computers on the
front seat and little scribblings in German taped on the dashboard.
Next to it was another disgused car, that I finally figured out to be a
Skoda by looking underneath the car and seeing Skoda stamped on some
random suspension piece.  In any case, it seemed that both cars were
being tested by the same "team".  Just wondering.
