  I think you are real close on this one!  Yes, when the engine is cold (has
to be ice cold...like when sitting over night) it uses the cold start injector
to get "a little extra juice" in there to get things going.  Your injectors
most likely are leaking down and/or backed up (not flowing properly).  I'd try
replacing these first.  Plus, you can now get the updated (viton tipped)
injectors for $15 a piece from VW Parts (1-800-VW-PARTS).  A good thing to do
regardless.  Especially if your injectors are original.

  If it is not the injectors, then I'd look next to the fuel system itself,
more specifically the fuel pump.  My fuel pump check valve went bad and it
produced a similar problem, except my car would not start at all unless the
engine was cold!  I guess the check valve wasn't letting enough fuel in to
start the car.  BTW, I don't think the 5000/200 series cars have the warm-up
regulator, but I may be wrong.  Has your fuel pump been whining at all?  That
is also a sighn of a weak pump.  Good luck, and let us know the results!
