ISV(was 1988...)

I have just replaced my ISV with a brand spanking shiny brass-like /
silver one ;-)
(1)  My old one did not BUZZ like described above and in earlier
discussions.  In fact, it did nothing.  The new one seems to have the
same symptom.  No audible sound from the ISV itself.  But I'll check
again later tonight.
New report:
After replacing the ISV, car seems to idle a little smoother around
~700rpm at rest.  Also, when upshifting, the revs seem to stay up a
little longer, making for easier shifting (unexpected plus).  BUT,
the engine still likes to stumble when coming to a stop.  Depress
clutch, rpms drop to almost zero, then are bumped back up.  When at
rest again, idle resumes smooth ~700rpm.
(2)  Could this be a throttle switch dilemna?  Or should direction be
focused on fuel flow first? (although I recently replaced fuelk pump
relay & tech said pump was working well)
Also, the ISV is functioning as I can now run the AC w/o stalling
when coming to rest.  First time in over a year ;-).  Rpm actually
increase when AC switched on.
So any guesses to the stumble when decellerating are greatly
appreciated.
