I didn't have any problem with that. They originally said they'd need
the name of a garage to send them to, but I believe I may have used my
company's CA State resellers permit. I'm not sure that it was even that
much of an issue. Once you send it over the border the
reseller/wholesaler requirement is easy to 'fake' - They're in Canada,
so I don't think they can really trace the issue, or at least it's
doubtful they'd bother.

How did you handle the wholesale to businesses only policy? I sent my
order in on company letterhead yesterday. Wish I had been aware of the
Fed-ex issue.
