that is the pre start set up (Ign on, engine off) maybe I'll answer this
right and look up the schematic tonight.

Yikes!  if that is at the console gauge, it's probably not accurate.
Check it at the battery with another meter.  The console gauge ground is
pretty iffy, a lot of circuits share it, when they are on the guage
overreacts.  I have removed the cig lighter ground from that circuit, but
when I signal the v gauge swings wildly in time with the flasher.  I'll
get back on this later...
