NEW PA EMISSION RULES

I am trying to write an article for our local car club dealing with the new
Pennsylvania emission testing laws.  I am looking for info such as:

         - Mileage limitations between yearly tests
         - Any exemptions on year/type of vehicles (i.e., classic/vintage/
           antique)
         - Any min. amount required to pay to attempt to get repair done,
           or do you keep paying for repairs till you pass?
         - Paperwork/proof needed for mileage exemption (read one story that
           should keep receipts from previous year's test, in case can't read
           sticker)

Checked with PA-DOT and PA Gov't sites, could find no info.  Am going on to 
AAA sites (if they have any), but was curious about what others might have
found out.
