I agree, the IM provides sufficient vacuum off throttle.

The intake prior to the turbo, at least while on throttle,
would have to be at a lower pressure than atmospheric or
there would be no flow. The question is, would that
pressure be low enough relative to atmospheric to help
replenish the vacuum canister.
