I live in the Louisville (KY) Metro area, which straddles the state line
between Kentucky & Indiana (Ohio River), and we have a fairly strict 
emission testing system (on paper). The Indiana testing failities are
using dynos now, and my Quattro was not exempt- the dyno was AWD/4WD
compatible. I believe Kentucky residents are now subjected to this as
well (not only that, they have to pay about $10 for their test, whil
ours is paid by our taxes).

All vehicles which are regularly parked/garaged in the metro area,
as well as those whose owners commute into the metro area, are
subject to testing.
 
Additionally, the gas stations in the Kentucky side of the metro 
area must sell RFG (reformulated gasoline) fuel. After about a
month on that crap, it's time for a new fuel filter.

Because we've been having more high-ozone days than the EPA allows,
we are likely due for more stringent controls in the near future.
