Low speed fan

Does this sound right? It doesn't to me. I turn on the A/C in any of the
settings, the low speed rad fan goes on. Idle goes up. I shut it off, the
blower stops, but not the fan or the high idle. On the highway, when I let
off the gas I should get .2 bar of vacuum. With the idle high, .3 and no
engine braking. Afew times it has gone off after a while on its own, but
generall, not. Even goes on with the heat.
