I had the same problem.  I had the "teeth" that the ABS sensors use 
to detect wheel speed bead-blasted.  They got so rusty that the 
sensors weren't able to sense much of anything at very low wheel 
speeds.  This made the ABS pump work overtime when coming to a stop.

But, you should first check your sensors for continuity.  You could 
just have a bad sensor or one that's not positioned correctly (check 
Bentley).  HTH!
