Refinished wheel questions

I recently had a brand new set of 15x7 8 spoke A6 wheels badly scratched by
NTB. I demanded new wheels, since my set was brand new. They called me today
and stated that the new wheels were in. From what the guy on the phone told
me, and the fact they want the old ones back, I think the new wheels are
refinished wheels. Is anyone familiar with with the wheel refinishing
process? Is the finish as durable as the factory finish? I'm a bit worried
that they buy wheels off totalled cars or sets of bent or damaged rims and
refinish them. Is there an easy way to tell if the wheels are refinished, or
more importantly, bent? TIA.
