If you haven't checked the cable, check the cable.  
If it's broke, replace it.  If it ain't broke, I 
guess you'd have to pull the gauge assembly out 
and have a look behind it for busted or slipping 
gears or something.

Wait.  Is this an analog speedo or LED?  If LED, 
I dunno.
