Further explanation on PIAA bulbs

Hi again,
    Just looking for further explanation of the PIAA bulbs I read about that
supposedly are Ion Crystal on low beam and then clear on high beam(or
vice-versa). I got one reply that hinted at dual filaments, but isn't the
Ion Crystal technology in the coating of the bulb and not the filaments in
the bulb? Somewhat(or completely-if you insist :-) clueless in Mass....
