Don't know about this part, but I DO know about the second part:

Change the master cylinder. These are the classic symptoms. Replacements
are available from local auto-parts places like Auto-Zone, Pep Boys and
Discount Auto parts, price is around $30 (wow!). Don't even bother with the
dealer on this type of easy to find part - unless you like being hassled
and paying LOTS more money. It takes less than a half an hour to install,
and if you do it right, you don't even have to bleed the brakes - I'd do
it, though! This WILL SOLVE this problem. BTDT several times (on different
cars).
