funny 90 electrical problems

My 1991 90 has a couple of strange electrical quirks, firt the voltmeter
is pegged all the time, however, there does not seem to be any problems
with any of the electrical options.  The shift indicator does not work
either, it comes on for an instant on the gauge cluster just as the car
starts and then it instanly goes out and does not come on again until the
car is started again.  Finally, I am searching for someone to sell me the
passenger side fog light lense for the front of my car.  Thanks and post
any ideas you may have.
