Looking for source for Euro OEM parts

I'm trying to get some Euro Audi OEM parts for A4 (I have Audi part
numbers) but my dealer told me that US dealers are forbidden to order (and
cannot sell) Euro spec parts.  
This is a BIG change for me since I am used to being able to order ANY Euro
part (including engine stuff) directly through my BMW dealer.
Anyone know if this is really true and if so, why does Audi have this
policy?

Are there any US shops and/or tuners that bring parts in from Germany
regularly that I can contact?
